  • Some keyboard focus indicators are not visible, including the hidden skip link at the top of pages. This fails WCAG 2.4.7 Focus Visible.
  • Navigation dropdown content cannot always be dismissed without moving keyboard focus or pointer hover. This fails WCAG 1.4.13 Content on Hover or Focus.
  • Some navigation elements use unsupported ARIA attributes. This fails WCAG 4.1.2 Name, Role, Value.
  • The map on the Contact page does not have an accessible name. This fails WCAG 2.4.1 Bypass Blocks and WCAG 4.1.2 Name, Role, Value.
  • Some content on the Warm Spaces page uses images of text. This fails WCAG 1.4.5 Images of Text.
  • Some selected tab content on the Warm Spaces page does not have sufficient colour contrast. This fails WCAG 1.4.3 Contrast (Minimum).

These issues relate to the Council’s existing website. Penwortham Town Council is currently commissioning a completely new website, which is expected to be live by the end of September 2026.

Technical information about this website’s accessibility

Penwortham Town Council is committed to making its website accessible in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. Penwortham Town Council is in the process of replacing the current website with a completely new website rather than making substantial changes to the existing platform.

What we’re doing to improve accessibility

Penwortham Town Council is currently commissioning a new website, which is expected to be completed and live by the end of September 2026. The new website is being developed by Aubergine 262 Ltd, a specialist provider of websites for public bodies, parish and town councils. Accessibility and compliance requirements will form part of the development process. Once the new website is live, the Council will review its accessibility against the relevant standards and update this accessibility statement accordingly.

Preparation of this accessibility statement

This statement was prepared on 24 August 2026.

The current website has been subject to accessibility monitoring by the Government Digital Service (GDS). This monitoring identified accessibility issues on a sample of pages and content but did not constitute a full accessibility audit of the website.

Penwortham Town Council has not undertaken a separate full accessibility audit of the existing website because the current website is in the process of being replaced.

A new website is currently being developed by Aubergine 262 Ltd and is expected to be live by the end of September 2026. Once the new website is live, the Council will review its accessibility and update this statement accordingly.
