Penwortham Town Council - Officers in Charge

Michael Cronin - Democratic Services Manager	Steven Caswell -Town Manager

The Town Manager will be the Responsible Financial Officer of the Council in accordance with Section 151 of the Local Government Act 1972. He / she will advise the council whether decisions are in accordance with the budget, and on matters of financial impropriety and probity.

The Democratic Services Manager will be responsible for the proper management of the decision-making process of the council and will ensure that the constitution is maintained and implemented. He / she will be the proper officer for Access to Information.

The Town Manager and the Democratic Services Manager shall report to the council from time to time on the manner in which functions are discharged and the organisation of the staffing structure.

The functions of officers shall be in accordance with the Scheme of Decision-Making set out in Part 4 (2) of the Constitution.
