2. Minutes of the Last Meeting. Held on 2 March 2010 (previously circulated).

3. Declarations of Interest

Members of the Town Council are requested to indicate at this stage in the proceedings any items on the agenda in which they intend to declare an interest. Members are also reminded that, in accordance with the Local Government Act 2000 and the Council's Code of Conduct, they must declare the nature of any personal interest and, if the interest is prejudicial, withdraw from the meeting during the consideration of the item.

(Councillors Best, Clegg, Mrs Gardner and Hancock are likely to declare a personal, non-prejudicial interest in the Development Control item as members of the Borough Council's Planning Committee but will normally be able, under the Members' Code of Conduct, to remain in the meeting and take part in the discussion and voting).

4. Presentation by the Space Centre

Representatives of the Space Centre, which is based in Pedders Lane Ashton, will give a short presentation to the council on their work and respond to questions. Their mission statement is: To provide a place where those with physical, learning and/or emotional difficulties may more easily acquire skills and enjoy experiences usually denied them. 8. Minutes of Committee Meeting

The Council is asked to approve the minutes of the following meeting:

9. Road Traffic Regulation Act 1984 Lancashire County Council (A59 Liverpool Road, Penwortham and A59 Longton By-Pass, Longton) (Part Revocation, 30mph and 50mph Speed Limit) Order 201*

The county council is considering this proposal, the effect of which would be to introduce the measures set out in the attached document (Item 9). Members will recall that at the meeting on 1 December 2009 (minute no. 99(vi)) concern was expressed by a member of the public about the reduction in the speed limit from 70mph to 50mph approaching the Hutton Roundabout, which he considered to be a totally insufficient reduction in view of the close proximity of Hutton Grammar School, which many Penwortham children attended. The Council agreed with this view and called upon the Highway Authority to reduce the speed to at least 40mph.

The views of the council are requested.
